CAGAYAN DE ORO CITY – Government communicators from regional line agencies, LGUs, and other government instrumentalities in Region X convened online on 31 May 2022 for the first semester  meeting of the Regional Communications and Advocacy Committee of the Northern Mindanao Regional Development Council (RDC-X ComAd).

During said meeting, the RDC-X ComAd approved for endorsement to the RDC-X Full Council the framework and guidelines of the Northern Mindanao Omnibus Regional Development Strategic Communication Plan 2023-2028.

The framework is anchored on the national strategic framework towards AmBisyon Natin 2040 and sustaining the three major pillars of 1) Malasakit (building a high-trust society); 2) Pagbabago (transforming towards equity and resilience); and 3) Patuloy na Pag-unlad (increasing growth potential) supported by an enabling economic environment and strong foundation for sustainable development. It provides for the planning of communication strategies for regional priorities considering social and behavior change objectives of the four major sectors (Social, Macro, Economic, and Infrastructure), as well as, cross-cutting concerns on innovation, regional equity, smart infrastructure, and climate change.​

Members of the committee were also updated on the COVID-19 vaccination program in the region including the availability of second dose booster shots. Said meeting also validated the multimedia materials along EO 138 or the Full Devolution Policy, assessed the 2021 and 1st Quarter 2022 Accomplishments of the Consolidated 2021-2022 Communications Action Plan under the Northern Mindanao Strategic Communications Plan for Peace and Development 2019-2022, and presented the highlights of the  learning session on Social and Behavior Change Communication and Strategic Communications Planning. The World Vision International shared their advocacy to end the worst forms of child labor for endorsement to the RDC-X.

“We, as the government’s medium have the privilege and responsibility to speak of the policies, plans, programs, projects, and activities that prioritize our people, to gain their trust and influence positive social behavior change towards building the nation. I hope, we, in RDC-X ComAd have fostered a deeper understanding and appreciation of our roles in the development of this region and this nation,” presiding officer Dir. Franklin P. Gumapon, Chairperson of the RDC-X ComAd and Regional Director of the Philippine Information Agency-10, said in his opening message.

The approved framework and guidelines for the Northern Mindanao Omnibus Regional Development Strategic Communication Plan 2023-2028 shall be presented to the RDC-X Full Council for endorsement during its meeting on 24 June 2022.
