CAGAYAN DE ORO CITY – The Northern Mindanao Regional Project Monitoring Committee (RPMC-X) convened the 3rd Monitoring and Evaluation (M&E) Forum on 21 December 2022 via Zoom. With the theme, “Advancing M&E through Technology-Driven Innovations,” the forum highlighted the technological innovations and best practices of the Department of the Interior and Local Government-Regional Office X (DILG-X), and the Department of Public Works and Highways-Regional Office X (DPWH-X), as project implementers, and the local government units (LGUs) of Gingoog City and the Province of Lanao del Norte through their Local Project Monitoring Committees (LPMCs).
In her welcome message, Director Mylah Faye Aurora B. Cariño, CESO III, the RPMC-X Chairperson and Regional Director of NEDA Regional Office X expressed that the annual regional forum is an initiative of RPMC-X to provide a venue to discuss pressing and emerging M&E issues and concerns, present relevant issuances and guidelines, share best practices on M&E, and strengthen linkages and cooperation among M&E practitioners in Region X.
Shared during the forum were innovations and best practices in M&E, which kicked off with Director Cariño’s presentation of the Innovative Platform for Programs/Projects/Activities (PPAs) Location Assessment, Monitoring, Investment Programming, and Budgeting for Development Planning and Governance or the IPA-LAMDAG. The IPA-LAMDAG, as an M&E tool, was adopted in the region to achieve efficiency in generating the Regional Project Monitoring and Evaluation System reports through reduced processing time and providing real-time information on PPAs implementation.
The DILG-X and DPWH-X shared the SubayBAYAN and the Project Contract Management Application (PCMA), respectively. The SubayBAYAN is an online data-gathering, reporting, and monitoring platform for DILG and LGU-funded programs/projects. Said platform aided the M&E practices of local government units and promote good governance through transparency and accountability in program/project implementation. The PCMA of DPWH offers enabling technology that improves project and contract monitoring and strengthens agency controls in PPA implementation. In addition to reporting progress, PCMA offers full analytics at the construction program level, as well as, faster analysis and problem resolution at the project/contract level.
The local government units of Gingoog City and the Province of Lanao del Norte presented innovations adopted by their respective LPMCs in improving and promoting M&E processes and practices in their localities. Both LPMCs were awarded by the RPMC-X as Outstanding LPMCs in Region X covering 2019-2022. The said LGUs underscored the active involvement of the civil society organizations or private sector organizations’ participation as members of the LPMC, as well as, the dissemination of M&E-related data to the public for transparency and good governance.
Director Rudylia C. Parrel, CESO IV, the Co-Chairperson of RPMC-X and Regional Director of DBM-X encouraged the participants to strengthen monitoring and evaluation practice in their respective offices and localities through building capacities and strengthening linkages and cooperation among M&E practitioners at the local level, as she closed the forum.
A total of 92 participants from the Region X LPMCs, agency regional offices, academe, private sector representatives, non-government organizations of the RDC-X, and colleagues from other NEDA Regional Offices participated in the forum.
