CAGAYAN DE ORO CITY – The Northern Mindanao Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC X), during its meeting on 30 March 2021, endorsed additional 178 barangays in Region X for prioritization in the FY 2022 Support to Barangay Development Program.

These barangays are either included in the Retooled Community Support Program (RCSP) in 2020 or proposed for inclusion in the RCSP in 2021.

The Task Force also enlisted the support of Local Task Forces – ELCAC and concerned agencies to provide socioeconomic development packages in sitios within the vicinity of the Forward Operations Bases (FOB) of the 4th Infantry Division – Philippine Army. 

Said program is expected to usher basic services, such as energization, and phone and internet connectivity, among others, in said sitios, which are mostly hard-to-reach and unserved areas, and support FOB operations against the communist terrorist groups.

In his message, RTF-ELCAC X Chairperson and Cabinet Officer for Regional Development and Security for Northern Mindanao Secretary Jose Ruperto Martín M. Andanar thanked the members of the Task Force and its Lines of Effort or Task Groups for the trailblazing efforts and commitment to achieve the goals and objectives of Executive Order 70.

“I hope that we will continue to manifest the same zeal and enthusiasm in the remaining years of the Duterte administration,” he said.

The Task Force also requested President Duterte to certify as urgent Senate Bill 45 and House Bill 57, otherwise known as the “Open Access in Data Transmission Act.”  These proposed legislative measures aim to accelerate the establishment of critical broadband infrastructure and improve digital connectivity in isolated, disadvantaged, and conflict-affected areas.

Lastly, the body endorsed to the NTF-ELCAC and National Security Council the request to provide two plantilla positions to manage the Task Force’s Operation Center.
