CAGAYAN DE ORO CITY-  The Regional Gender and Development Committee (RGADC-X), a special committee of RDC-X, conducted the first virtual Region X Gender and Development (GAD) Budget Forum on 28 September 2021. This event was conducted in partnership with the Philippine Commission on Women (PCW).

The GAD Budget Forum aims to: (1) orient the GFPS members from GOCCs, RLAs, and SUCs in the region on the guidelines in the preparation of the FY 2022 GAD Plan and Budget (GPB) and FY 2021 GAD Accomplishment Report (GAR); (2) explain the revised guidelines in the audit of GAD funds and activities of government agencies; and (3) clarify issues and concerns encountered in the preparation of GPB and GAR, and the revised guidelines in the audit of GAD funds and activities.​

There were 161 participants, mostly members of the GAD Focal Point System (GFPS), from various Regional Line Agencies (RLAs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) in Region X.  To cascade the process, a separate forum will be conducted for the local government units. GAD experts from the PCW, National GAD Resource Pool (NGRP), Commission on Audit (COA), and the Department of Budget and Management (DBM) acted as resource speakers and panelists.

The participants were reminded that GAD planning and budgeting is not just a technical process but a tool to push government to address gender issues, design appropriate interventions, and allocate resources.  All government agencies and instrumentalities were encouraged to go beyond the five percent GAD allocation to ensure that their respective budgets are gender-responsive.
