CAGAYAN DE ORO CITY – The Northern Mindanao Regional Development Council (RDC-X) conducted its 1st Quarter 2022 meeting, 7 March in blended mode with the focus of reviewing and endorsing action plans, programs, projects, and policy recommendations that will support and sustain regional economic recovery.

“The year 2022 marks a significant point in sustaining economic recovery and fully transitioning to the new better normal,” said Gov. Philip T. Tan, RDC-X Chair and Misamis Occidental Provincial Governor. He stressed that the region is poised for full economic recovery as most employment indicators are near pre-pandemic levels, and further requested the members to be critical in the deliberation of agenda items.

The RDC-X approved and adopted the Guidelines for the Formulation of the Northern Mindanao Regional Development Plan 2023-2028, the successor plan and next base camp towards AmBisyon Natin 2040 or a “matatag, maginhawa, at panatag na buhay” for all Filipinos come 2040.

Dir. Mylah Faye Aurora B. Cariño, CESO III, RDC-X Vice Chair and NEDA-X Regional Director, shared the top priorities of NEDA to improve productivity over the medium-term, which are (a) Smart Infrastructure, (b) Regional Equity, (c) Innovation, and (d) Climate Change.

The Full Council with the RDC-X Advisory Committee – composed of the region’s legislators – conducted final scrutiny of the FY 2023 budget proposals of the region’s line agencies, government instrumentalities, and state universities and colleges. Said proposals will be endorsed to agency central offices, concerned national government agencies, and the Department of Budget and Management for consideration in the 2023 General Appropriations Bill.

The RDC-X also backed several priorities pitched by the Sectoral and Special Committees, including the recommendations regarding Bangko Sentral ng Pilipinas’ plan of using Polymer for Philippine banknotes; the Integrated Flood Resilience and Adaptation (InFRA) 1 Project (Ranao (Agus) River Basin Flood Control Project); requesting the Philippine Health Insurance Corporation to review its Circular Nos. 2020-009 and 2021-0020 for possible formulation of new benefit packages for non-pneumonia related COVID-19 cases; and the establishment of a virtual Mineral Resource Research and Development Center.
