CAGAYAN DE ORO CITY – The Northern Mindanao Regional Development Council (RDC-X) tackled pitched infrastructure projects, as well as, plans for recovery of learning loss among learners and other regional priorities during its 3rd Quarter 2022 Full Council Meeting, 26 September at the N Hotel, this city.
RDC-X officers, members, and District Representatives moved to endorse the proposed PhP39.59 billion FY 2023 supplemental budget of the Department of Public Works and Highways-Regional Office X. Moreover, the Council backed the inclusion of additional infrastructure projects for the 2nd District of Cagayan de Oro City, 1st and 2nd Districts of Misamis Occidental, and the Provincial Government of Misamis Occidental.
Also discussed were preparations for Full In-Person Classes and the recovery of learning loss among basic education learners in the region. Some of the main strategies identified to cope with the backlogs are the construction of 4,038 new classrooms and hiring of 10,633 teachers based on the planning parameters of the Department of Education (DepEd)-Regional Office X. The National Expenditure Program allocated only 379 classrooms for Region-X for FY 2023.
The Full Council moved to request the restoration of the Basic Educational Facilities Fund of the DepEd to address said classroom gaps in high-priority schools not only in Northern Mindanao, but for the rest of the country.
A total of 18 action resolutions were passed during said meeting, supporting other major priorities such as the Implementation of the National Strategy for Financial Inclusion 2022-2028; requesting the Department of Foreign Affairs to implement fully the Online Renewal of Philippine Passports; encouraging the Department of Transportation to expedite the development and implementation of a Transportation Master Plan outside of National Capital Region, prioritizing connectivity of provinces to Highly Urbanized Center(s) and offering alternative modernized modes other than Jeepneys and Tricycles; proposed Colors of Mindanao Familiarization activity of the Department of Tourism; the passage of the SIM Card Registration Bill; PINASLAKAS Special COVID-19 Vaccination Days of the Department of Health; and the 33rd National Statistics Month (NSM) Celebration in October 2022.
