CAGAYAN DE ORO CITY – The Northern Mindanao Regional Development Council (RDC-X) endorsed the PhP344.8 billion proposed budget of the region’s agency regional offices, state universities and colleges, and other government instrumentalities for Fiscal Year 2022 to the respective agency central offices and the Department of Budget and Management for consideration in the national budget, during its meeting on 19th March 2021 via video conferencing.
In his message, RDC-X Chair and Misamis Occidental Governor Philip T. Tan said that these budget proposals aim to usher socio-economic recovery and increase resiliency of the region and its people.
“These budget proposals for regional development were widely consulted, vetted, and endorsed by the RDC-X Sector Committees and supported by our Region X Congresspersons during the Advisory Committee meeting last week,” he said.
Dir. Mylah Faye Aurora B. Cariño, CESO III, RDC-X Vice-Chair and NEDA-X Regional Director, emphasized that the FY 2022 budget proposals adhere to the DBM-issued National Budget Memorandum No. 138, as well as, the regional budget guidelines to include alignment with regional priorities, such as geographic-focus targeting approach and conformity with the statutory requirements for gender and development, senior citizens and vulnerable groups, disaster risk reduction and climate change adaptation, COVID-19 Regional Recovery Program, Balik Probinsya, Bagong Pag-asa ( ) Program, and international commitment to the UN 2030 Sustainable Development Goals.
The RDC-X also strongly pushes for the funding of 189 priority catalytic projects with proposed total amount of PhP174.6 billion. The ten agencies and SUCs with the largest proposed budgets are as follows:
The Council also approved the Terms of Reference for the Resolution of Conflicting Tenurial Claims in Region X and supported the PHIVIDEC Industrial Estate’s Infrastructure Development Program for FY 2022-2028, compilation of regional Provincial Product Accounts and Water Flow Accounts, as well as, the specific requirements for the establishment of floating cottages in municipal waters, supplementing the DILG Memorandum Circular No. 2018-59.
The RDC-X welcomed Dr. Jesus Antonio G. Derije, Central Mindanao University President, as the new RDC-X Regional Gender and Development Committee Chairperson.
Moreover, the guidelines on the certification process of the RDC-X RGADC Regional Pool of Gender and Development Resource Persons was approved.
Among those endorsed by the council are the following: RAPID Growth Project of DTI-X, SIPTVETS Project of TESDA-X, Sustainable Resource Engineering Research for Construction Technologies Center and Center for Research and Innovation in Biopolymers at the Mindanao State University – Iligan Institute of Technology.
