CAGAYAN DE ORO CITY- The Northern Mindanao Regional Development Council (RDC-X) organized a technical working group to discuss regional road-right-of-way issues during a web conference on 28 July 2021.

This stems from the RDC-X Resolution No. 32 (s. 2021), Approving the Creation of a Technical Working Group on Road Right-of-Way (TWG on RROW) under the RDC-X Infrastructure and Utilities Development Committee (InfraCom), passed during the 24 June 2021 RDC-X meeting.

Based on its Terms of Reference, the TWG will assist the RDC-X Regional Project Monitoring Committee in resolving the RROW issues affecting program/project implementation, such as the presence of utilities (electric, water, and ICT-related facilities); conflicting tenurial concerns in ancestral domains, agrarian reform areas, and military reservations, among others; presence of informal settler families; demand for exorbitant payments and other form of compensations by affected individuals/families/entities; and presence of trees and other perennials.

The TWG is chaired by the Department of Public Works and Highways-Regional Office X (DPWH-X) and co-chaired by the NEDA-X. Its members include the regional offices of the DBM, DENR, DHSUD, DILG, NCIP, NHA, NIA, NTC, the DOE Mindanao Field Office, National Electrification Administration, Local Project Monitoring Committees of the five provinces and two highly urbanized cities of Region X, and  private sector representatives, namely, Cagayan de Oro Water District (representing the water districts/service providers), Association of Mindanao Rural Electric Cooperatives, Inc. (representing the electric cooperatives), Regional Federation of Farmers Irrigators, Association Inc.- Region X, Institute of Electronics Engineer of the Philippines, Inc.- Northern Mindanao Chapter, and Promote NorMin.

Also presented in the meeting were the inventory of DPWH-X implemented road projects experiencing RROW issues, and the salient features of RROW-related laws and guidelines.

Moving forward, the TWG agreed to conduct focus group discussions to delve into the recurring RROW issues affecting program/project implementation and prepare policy recommendations to address said issues.
