CAGAYAN DE ORO CITY – Regional Development Council-X (RDC-X) Chairperson and Misamis Occidental Provincial Governor Philip T. Tan delivered his third and final State of the Region Address (SORA) for term 2019-2022 during the 130th RDC-X Full Council meeting on 24 June 2022 at the Mallberry Suites Business Hotel, Cagayan de Oro City and via video conference.

In his SORA, Governor Tan highlighted the region’s accomplishments for period 2019-2022 towards achieving the vision of establishing its role as the gateway and industrial core and trade center in southern Philippines and the country’s long-term vision or AmBisyon Natin 2040.

Governor Tan emphasized that Northern Mindanao has fully regained its growth momentum in 2021 and has returned to pre-pandemic level with the region’s economy accelerating by 6.3 percent. He also underscored that it remains the seventh biggest regional economy and has the second-highest per capita Gross Domestic Product next to the National Capital Region.

Moreover, employment rate reached 94.6 percent in 2021 due to increased economic activities; while full-year underemployment improved to 18.3 percent in 2021, overshooting the region’s end-of-plan target of 19 percent.

Prices of commodities remained relatively stable in 2021, he said. Inflation rate averaged at 4.0 percent, which was within the government’s upper target band.  However, external threats to food security and soaring oil prices affect our socioeconomic recovery.

Likewise, he reported that the region already achieved its poverty targets in 2018 ahead of schedule, lifting around 684,000 Filipinos from poverty. However, the first semester 2021 poverty survey results showed that Region X’s poverty incidence among families moderately increased to 26.2 percent, higher than the 25.6 percent in the first semester 2018.  Governor Tan expressed high hopes that the full year 2021 poverty figures will present a better picture due to improved economic performance and health situation in the second half of 2022.

The region showed positive performance across sectors to which the RDC-X Chairperson is thankful to various development partners for continuously doing their share in achieving a more inclusive society for Region X.

Governor Tan touched on the contribution of other sectors, as well as, externalities and risks the region should prepare towards achieving a healthy and resilient Philippines. Before closing his address, he calls on all Council members to remain united and uncompromising in fulfilingl the government’s mandate of enabling environments that nurture the growth of every Filipino.
