CAGAYAN DE ORO CITY – Hon. Imelda D. Quibranza-Dimaporo, Provincial Governor of Lanao del Norte, as the first woman and new Chairperson of the Regional Development Council of Northern Mindanao (RDC-X) for the term 2022-2025, hosted and presided over the 132nd Full Council Meeting on 13 December 2022 at the Multi-Purpose Building, Provincial Capitol, Tubod, Lanao del Norte.
“As the newly appointed Chairperson of the Regional Development Council of Northern Mindanao, I take on an enormous task of leading the region towards healing and sustainable recovery from the COVID-19 pandemic. I am confident that the Regional Development Council can shepherd Northern Mindanao towards a green, resilient, inclusive, and sustainable recovery,” Governor Dimaporo said.
Governor Dimaporo shared the RDC-X priority development thrusts over the medium term that will contribute to economic transformation by reinvigorating job creation and accelerating poverty reduction as espoused in the Philippine/Regional Development Plan 2023-2028 strategy framework. Among the priorities include the shepherding of major catalytic projects in the region; reinvigorating the production sectors; localization, implementation, and monitoring of the Sustainable Development Goals targets, programs, and projects; ensuring the integration of the Early Childhood Care and Development Intervention Package for the First 1,000 Days Program in projects under health, nutrition, early education, and social services for pregnant women and children below two years old, among others.
During the meeting, RDC-X elected Iligan City Mayor Frederick W. Siao as the new Chairperson of the RDC-X Economic Development Committee, the position vacated by Governor Dimaporo.
The Council also vetted and approved the Northern Mindanao Regional Development Plan 2023-2028 and adopted the following: 1) Guidelines for the Preparation of the Regional Development Investment Program 2023- 2028 and FY 2024 Annual Investment Program; and 2) Guidelines for the Preparation of the FY 2024 Budget Proposals of Agency Regional Offices, State Universities and Colleges, Government-Owned and Controlled Corporations and Other Government Instrumentalities.
In line with Sustainable Development Goal 5 on achieving gender equality and empowering all women and girls, the Council confirmed the Philippine Commission on Women (PCW) as a Special Non-Voting Member of the RDC-X for the term 2022-2025. The PCW is mandated to institute the gender responsiveness of national development plans and coordinate the preparation, assessment, and updating of the National Plan for Women, ensure its implementation and monitor the performance of government agencies in the implementation of priority programs and projects.
