CAGAYAN DE ORO CITY – The NEDA – Regional Office X, with the support of the NEDA-Investment Programming Group (IPG), held a turn-over and closing ceremony for the Project Formulation of a Master Plan for the Sustainable Urban Infrastructure Development in Metropolitan Cagayan de Oro (SUID Metro CDO) on 23 March 2021 via video conferencing.
The turn-over was graced by NEDA Officials, namely, IPG Undersecretary Jonathan L. Uy, Regional Development Group Undersecretary Mercedita A. Sombilla, and Corporate Affairs Group Undersecretary Jose Miguel R. De La Rosa. Cagayan de Oro City Mayor Oscar S. Moreno and the municipal mayors and other representatives of the 19 local government units (LGUs) comprising the Metropolitan Cagayan de Oro attended said meeting.
Usec. Uy shared that the formulation of the master plan, which started in 2018, aims to guide decision-makers, LGUs, private sector, potential investors, and national government agencies in the preparation and implementation of related programs, projects, and needed policies for the metropolitanization of CDO and its immediate environs.
Usec. Sombilla highlighted the role of Metro CDO as a major gateway and transshipment hub of Mindanao. The Master Plan intends to spur the growth of investments and maintain Metro CDO’s position as the primary urban center in the region.
EnP Maria Theresa Quimpo, the consulting firm’s Deputy Team Leader, presented the highlights of the master plan and the final results of the five pre-feasibility urban infrastructure studies conducted under the project. The Master Plan was then virtually turned over by CPRMCI Consultants Inc.-Transport and Traffic Planners Group (CPRMCI-TTPI) President Vicenta Alinsug to Usec. Jose Miguel R. de la Rosa and to NEDA-X Regional Director Mylah Faye Aurora B. Cariño, CESO III, as the executing and implementing entities of the project, respectively.
Usec. De la Rosa and Director Cariño, in their messages of acceptance, expressed their gratitude to Metro CDO LGUs and other stakeholders who have contributed to the completion of the Master Plan. Mayor Moreno, meanwhile, asserted that the comparative advantages and potentials of Northern Mindanao will achieve the vision for Metro CDO through teamwork, inter-LGU alliance, and harmony.
The SUID Metro CDO Master Plan is a pro-active response of NEDA-X to translate the Philippine Development Plan 2017-2022 projection for Metro CDO as fourth metropolitan in the country by 2025 anchored on the national spatial strategies on regional agglomeration, connectivity, and vulnerability reduction.
The Master Plan also operationalizes the Regional Physical Framework Plan 2013-2040 and the Regional Development Plan 2017-2022 in terms of asserting the region’s role as the Gateway to Mindanao and realizing the Strategic Development Area 1: Cagayan-Iligan Industrial and Trade Corridor.
