2017-03-14 ar1To attain inclusive growth, high-trust society and globally competitive economy, the Regional Development Council Executive Committee (RDC-X ExCom) endorsed priority programs and projects (PAPs) for implementation in 2018 during its 106th meeting on March 13, 2017 in Cagayan de Oro City.

 

Presided-over by RDC-X Chair and Bukidnon Governor  Jose Maria R. Zubiri, Jr., a total of PhP129.317 billion is proposed to implement programs and projects of 28 national government agencies (NGAs) and five state universities and colleges (SUCs).

 

In his message, Governor Zubiri said, “The RDC shall push for heavy investments in infrastructure and human capital and pursue sustainable livelihoods to bring down poverty and eliminate social unrest.”

 

RDC-X Vice-Chair and NEDA-X Director Leon M. Dacanay, Jr. presented the regional development imperatives for the FY 2018 budget review to ensure that  programs and projects are aligned with the region’s vision of becoming gateway and industrial core and trade center in Southern Philippines, and the country’s long-term vision or Ambisyon Natin 2040 of having a “matatag, maginhawa at panatag na buhay para sa lahat.”

 

Budget allocation for the Social Sector was highest (53%) amounting to PhP68.889 billion for seven NGAs (CHED, DepEd, DOH, DSWD, NCIP, NHA, and TESDA) and five SUCs (BSU, CMU, CPSC, NMSC, and USTP). The  Infrastructure Sector followed with   PhP51.537 billion (39.9%) for 10 NGAs (DPWH, CAAP, LTO, PPA-PMOs of Lanao del Norte/Iligan, Misamis Occidental/Ozamiz, and Misamis Oriental/Cagayan de Oro, MARINA, DICT, NTC and NIA); Economic Sector, PhP 8.452 billion (6.5%) for nine NGAs (DA, BFAR, DAR, DENR, EMB, MGB, DOT, DTI, and DOST); and the Macro Sector, PhP 439.400 million (0.3%), for DILG and DOLE.

The budget proposals will also be presented to the RDC-X Advisory Committee (composed of Region X congressional representatives and RDC-X officials) on March 23, 2017 and to the President and his Cabinet on April 27, 2017 to ensure that these proposals are funded.

In the same meeting, the RDC-X ExCom also endorsed the following: 1) Inclusion of the Balo-i Plains Flood Control Project in the DPWH Priority Investment Program for 2017-2022; 2) Passage of House Bill No. 5948 and Senate Bill No. 2179 for a National Coastal Greenbelt Program; 3) Conduct of the Cities and Municipalities Competitiveness Index (CMCI) 2017 Survey enjoining LGUs to participate and regional line agencies to provide support; and 4) Research and Development Agenda for Region X (2017-2022).

 

It also approved the following proposals: 1) Enjoining all NGAs of the Macro and Development Administration Sector to participate in the budget review process beginning CY 2018;    2) Creation of a Regional Gender and Development Committee (RGADC) –Technical Working Group; 3) Creation of the Communication and Advocacy Program-SubCommittee (CAP-SC) for the Regional Development Plan (RDP) 2017-2022 and the Subsequent Plans; and  4) Participation of RDC-X Private Sector Representatives (PSR) and Secretariat to the 8th RDC PSR National Convention on June 21-23, 2017 in Tagbilaran City, Bohol.
