After a series of provincial consultations and joint sectoral committee meetings, the 2017-2022 Regional Development Plan (RDP) for Northern Mindanao was finally presented to the Regional Development Council of Region X (RDC-X) during its 109th meeting on December 15, 2016 at the Mallberry Suites, Cagayan de Oro City.
Director Leon M. Dacanay, Jr. of the National Economic and Development Authority (NEDA-X) presented the highlights of the plan, which envisions Northern Mindanao as the gateway and leading industrial core and trade center in Southern Philippines and sets strategies to attain a strongly rooted, comfortable and secure life for all. Even as the body unanimously approved the plan, Governor Zubiri expressed his concerns over how much the region really needs from 2017 to 2022 and urged the agencies to actively participate in the formulation of the Regional Development Investment Program so he can personally lobby for the region’s fund requirements with the President.
Presided-over by RDC-X Chair and Bukidnon Governor Jose Maria R. Zubiri, Jr., the Council also confirmed the resolutions passed by the RDC Executive Committee as follows: (a) Requesting the Department of Public Works and Highways (DPWH-X) to allocate an estimated PHP40M for the acquisition of the road right-of-way for the Mandulog River Flood Control Project in Iligan City; (b) Endorsing to the DPWH the proposed new road alignment leading to the proposed Laguindigan Seaport in Misamis Oriental; (c) Requesting the DPWH to prepare the Drainage System Master Plans for Oroquieta City and the municipality of Clarin, Misamis Occidental; and (d) Supporting the RDC-IVB resolution requesting Maritime Industry Authority Interventions on ensuring that shipping vessels provide accessibility features for persons with disability and senior citizens.
The body also approved the following: a) the inclusion of the National Commission on Indigenous Peoples (NCIP-X), the Philippine Information Agency (PIA-X), the Philippine Statistics Authority (PSA-X), the National Intelligence Coordinating Agency (NICA-X), and the 4th Infantry (Diamond) Division, Philippine Army (4ID-PA) as special non-voting members; b) the RDC-X work and financial plan for 2017; and c) the proposal for the Macro and Development Administration Committee to serve as the Regional Gender and Development Committee (RGADC).
The body endorsed policy recommendations on the establishment of a medical check-up program for government personnel and expressed support to the Joint Migration and Development Initiative; the establishment of an adolescent and youth-friendly facility in Region X; and the adoption of the prescribed weight and height measurement tools in the conduct of the annual Operation Timbang Plus.
It also confirmed Governor Imelda Q. Dimaporo as the newly elected SDC Chair replacing former SDC Chair, Mayor Nelieta Q. Noval of Tubod, Lanao del Norte, who passed away earlier this year.
Plaques of recognition were conferred to the awardees of the 2016 Cities and Municipalities Competitiveness Index (CMCI), namely: Cagayan de Oro City, the municipalities of Calamba and Jimenez in Misamis Occidental, and the municipality of Mambajao in Camiguin. The same recognition was also given to the awardees in the 2016 Search for Outstanding Volunteers and the 2016 Metrobank Search for Outstanding Teachers. A plaque of appreciation was also conferred to DOT-X Director Catalino E. Chan III, who is now assigned to Region VII, for his contributions in promoting Northern Mindanao’s tourism industry.
The council meeting ended with a Christmas Fellowship to celebrate the yuletide season and the success of the whole RDC-X activities for the year. (Peleta B. Abejo, DRD, NEDA-X)
